Because that's not how you make money in the manga scene. This isn't the 90s/2000s, people straight up won't buy unknown paperbacks. They'll read it, decide if they like it or not and then purchase accordingly. Same with music and most forms of classic media

The mangaplus site for this manga says that their plan is to have the most recent 6 as free viewing, and they will start pay-locking older chapters of this 12 chapter initial release as they release more.
Yeah M+ is my least disliked "official", followed by Viz, but I'm also not in a locked region so I understand others may have different opinions.
