Yeah, concafé jobs are heavily tip-based. The amount of money you bring in for the store also affects it. There's often special, expensive items on the menu you can buy to have a moment with a specific girl, or you can book time with a specific girl. It's common for there to be bottled drinks, often champagne or tequila, with a girl's name and face on it (some are shown in this manga in a later chapter) and buying those is a way to directly interact with that girl. The one depicted in this manga is a little closer to the café side than the hostess side, but concafés in general really blur the line between a café and a hostess club.

If you remember the fake apology letter from the Twitter extras, the author detailed how they went to a concafé to research them for this little arc. The specific one she visited is Akiba Mermaid. Cafe&Bar Mermaid on Instagram. I noticed that some of the outfits there are nearly identical to the uniforms in this chapter, too (minus cat ears).

You're essentially giving money to the girl you like or a server you had a good experience with as a way to show you support them. Whether it's literal tips or by buying polaroid photos, or buying the special items with their name/face on it, all of these supplement their wages.
And some places make it into an interaction, too. As the author vaguely described and as you can see in Akiba Mermaid's Instagram, you can place the tip on them, like stuffed in their outfit or even in their cleavage. Not saying whether I think that's a good system, but it is what it is.

thank you for the chapter, its nice to see one of the side characters get a bit more fleshing out... though I love how it will become a struggle between her work ethic and sense of professionalism vs Class rep's deep seated desire to expunge degeneracy and heresy from the district. Also the dramamom being happy about her daughter doing something normal and developing social skills while posing was amazing as always.

You can assume he's a regular customer, he's probably heard her talk about her school before. I doubt he knows where she goes to school, just that it's an all-girls' school. But it's obvious he's just trying to hook up with a teenager.
