Think of the classifications like this:
You put an item in a box ->
- If it will stay in the box = Safe
- If you don't know whether it stays in the box or not = Euclid
- If it tries to get out or it can't be contained (usually also hostile/lethal) = Keter
- If the item is the box = Thaumiel

@13man18 The distinction seems to be that 4545 can be more easily explained away, while the conditions for 4999's appearance are so widespread that it'll inevitably slip through the cracks as an urban legend--or, if the Foundation isn't vigilant, a genuine supernatural entity. It seems to be impossible for anyone to notice 4545 manifesting, and it doesn't exhibit any anomalous properties for several hours after manifestation; at that point, if it's still gone unnoticed it disposes of itself automatically, while if it has been noticed it offers plenty of time for the Foundation to run through the basic containment protocol. Meanwhile, 4999 offers no warning as to its arrival or guarantee that its manifestation won't be noticed, and aside from the threat of video or photographic records (which also exists with 4545), the Foundation notes that its existence has been recorded since long before the technology existed to monitor it, meaning it must have occasionally diverged from its usual policy of secrecy and had some degree of contact with healthy individuals across many different eras and cultures. That threat of independent action is always present in 4999, whereas the only comparable threat from 4545 comes from the much more predictable instances of 4545-1.

A little amusing, but it really shows how standards have changed.
Also, definitely Euclid.

Here's the "Common Sense" ranking which most people have been using since the site evolved past its original few hundred articles:
Safe - It's just a thing. It's a weird thing, but you can store it and ignore it and you'll generally be fine as long as no one interacts with it.
Euclid - It'll do stuff on it's own, and there's a chance it's actions (even if unintentional) will kill you
Keter - Will definitely do stuff on it's own and will explicitly try to kill you

It does sort of have a containment procedure , not fully contain its effects put you can track the place it can appear , move it quickly and kill the mini-ones. I will say euclid

Yes i know, my point is that this seems entirely non-containable and thus should be Keter :/.
As shown, the only thing they can do is hope it doesn't go in front of civilians and if it does, they damage control. Doesn't seem euclid to me.
