Pinch to zoom erratic on mobile (Android/iOS)

Title. Happens 4 out of 5 times on average, especially when both fingers are placed over the page image. I've had more success with fingers off the page (i.e. on UI elements). Sometimes scrolling the page a bit before trying again fixes it; sometimes it does not and I have to reload the page to reset the zoom level.

"Forced zooming" is enabled under Accessibility settings (no effect when toggled), and this happens on both mobile and PC versions of the site; viewing on two different smartphones and tablets. Galaxy S10, vanilla Pie, increase touchscreen sensitivity off, full QHD+ res. Galaxy Tab S2 8.0 (Marshmallow), even my friend's iPhone 8 & iPad Pro 10.5 (iOS 12.3, default system accessibility settings) all exhibit the same behaviour. My touchscreen Windows laptop pinches in and out just fine on desktop Chrome.

Latest Chrome (non-beta builds) as of the time of writing. The only chrome://flags I have enabled is for horizontal history overscrolling. The same behaviour happens in Safari, though not in Samsung mobile browser. I don't have Firefox installed so I can't testify for that. The following screenshots are my reader settings. Even if I log out of MD (no custom settings) I still get this bug.

This makes it annoying to view double spread pages on the smaller devices. And no, flipping to landscape mode just for these pages is not feasible because I have orientation locked on these devices for other reasons. AFAIK pinch to zoom worked just fine before (not sure exactly how long ago). Was the touch interactivity code for the reader changed recently?
