From a global perspective, they probably need stronger potion. But I think it's more of a: Do i need to make stronger potion to make a living, therefore as you said, risking gathering the required ingredients.

well the guy she sold potions to did suggest it and he didn't seem malicious or worry about competition but idk how many other sellers there are , idk if anyone would start something in town considering the guard wouldn't even let her leave by herself so hopefully no criminals would be sneaking in as well

if not "i'm gonna buy a slave to protect me" or so (tho a female mc with slaves is a bit more uncommon tho not 100% rare/unlikely)

Instead of hireing someone to escort her to pick the herbs, she could hire someone to pick the herbs, sure, it may be a bit more expensive, but it would pose zero risk to her, and even though the pay may not be the best, its the kind of quest people would normally do alongside other quests to the same area.
