@sarshi I think it is because she is so advanced that most of the terminology, law, regulations, principles, restrictions, etc... are either super complex, require years of background knowledge to comprehend, dont apply directly and need to be reinterpreted, dont exist, and/or any combination of what I just said. Plus he needs to understand them, which is more than just listening. He would have to fully comprehend and remember it all.
