I vehemently disagree. "You can tell they're villains 'cuz they're ugly" used to be more of a thing, and it's a very good thing we've moved a bit away from that and it's become considered distasteful to do so as blatantly as this (especially for "comedic effect", as here).
It would be nice to also move away from "the hot vixens are just here to tempt you!" shtick because that's toxic in it's own way (playing into some certain "girls who dress sexy are asking for it" victim-blaming hogwash and tripe in our cultures), but that's at least a hair more subtle a problem, and caricature is a refuge of lazy writing so getting everyone to just have all their characters look, well, normal... remains quite difficult. But "fat ugly evil people" is about as bad is it gets, shy of racism.
