He's looking for people who can be under his absolute command he's not looking for people he can trust.
Talented people are needed but also people that do the grunt work.
If he truly was a villain he would have used those two thugs for building his territory.
Or he could have made usefull people in the slums his slave like he's still one of the sons of a noble he should have some authority.

Being a decent villain the MC needs to use everything at his disposal not like those dumbasses that kill one of their really usefull subordinates because of one mistake like bruh if you want everything to go as you want DIY

The art is absolutely gorgeous and the premise since interesting. Looks like a combination of “reincarnated as a villain” and the “reincarnated city/territory builder” stories.
I'm just a bit disappointed that he didn't actually leave the family. Just the house, as in literally, a building, not the family — he's still very much a Lughsouth.
