I think it's about it being done in a bar which is a public place. It also depends on the type of manga. Like in some adult manga publications characters are made to act realistically, because the sexual elements supplement the story. But in most doujinshi the sex is the main focus. She might be writing a more serious story, where the flashing doesn't fit the character.
