I don't think there is a "3 month rule"?
The first I heard of the rule was in Novel Updates close to a decade ago. So it's not something made up.
The rule was that a series needed to have had no releases for 3 months before someone was allowed to post a translation request in the forum.
Many people assume that the rule gives TLs exclusivity over the novel, but that isn't the case. It only stops users from making a post in the forum requesting another group to take over a novel which might still be being worked on. Other groups are still free to translate the novel if they want to.
Despite that, many TLs still do follow the 3 month rule before taking up a novel to translate. It's considered to be polite.


I'm not sure about Mangadex specifically, but I assume they brought over the same customs from NU, as they're all TLs in the end.

Mangadex doesn't have any rules regarding such comments, though I rarely see translation requests here, I think most groups have their discords and such. And, like at NU, every group is free to translate as they like. Some people try to create and enforce such custom, but they don't represent a community of manga readers and scanlators, because there isn't really any - I guess unlike NU and novels it's too diverse, and Mangadex is just one of many popular places for manga scanlations. I certainly didn't see any established common ground regarding such "rules" among communities of readers, whether here, on Reddit, or on 4chan. What is polite or not is debatable - I find as far more rude the behavior common in attempts to monopolize right to scanlate series and attack people who do happen to do the readers a service of providing translations faster than current group, without losing the quality.
