Possibly complications that arises when it comes time to seek justice towards the person in charge of the area, the issue of politics.
I would love to bring in real life examples of such complications but it would fuel things into being off subject very fast, especially with strong opinions on all sides, especially strong opinions of people who are obsessed with optics and who do not look too much into the complications of both geopolitics, local politics, local laws (of which many vote for without knowing the repercussions of what they have voted for), political corruption, law enforcement, socio-political warfare, optics games, and etc etc.
But that aside, since this is a fantasy world, I do agree. It is lacking satisfaction that the MC did not just commit complete destruction since he has righteous justification. Although from what I can tell, the MC does appear like he still wants to stay within the proper processes, so think of him as going down the Batman route and not the Punisher route.
