I think the idea is that he saved/brought back the dragon that served as the core, but not the other 5x dragons who just served as parts.

I guess rip the other 5 dragons who weren't important enough to be revived by the horn.....

I'm guessing it's because a dragon's core is their soul, so that one could be brought back, while the other are just pieces.
