Weed out the weak, and identify the strong. Because lord knows a functional system would be too hard to explain and maintain.
it's weeding out potential risk and insurgent. Adventurer got too much authority it risk destroying the old foundation. Grow them as servant/slave or pluck them before they bloom is the whole purpose of this school, which is stoopid and only end up biting this country in the arse/SPOILER]

My main issue with this type of setting isn't that a malicious government exists in this type of story. It's that the author uses their creative license to make it into some kind of hidden cabal.

You would be hard pressed to find a citizen of any authoritarian regime who doesn't know what's going on around them. They also have this nasty habit of trying to portray it as a stable government that has lasted for hundreds of years. Because these are works of fiction, the author gets to force the setting no matter how stupid or inoperable it is.

Yup

Here's the fun part: most average citizens irl have no idea what's going on around, or simply don't care to put in the effort. But in this manga, you have to mind the presence of dungeons, like, imagine cold war but dungeon race and superhuman. And the current government structure attained its current form since around WW2. It's ridiculously unstable and volatile

Cabals executed well are gold. Shadow used the canal for his jokes. Index used the cabal to make a drama. Avalon uses cabal to put a tournament of heroes, like Pokemon Festival of Champions.

Enjoying this, after reading other works. Works linear but at least ... adrenaline packed.

Nah, this is a classic blunder that most authors make. The laws that govern their setting are plot centric rather than anything that could or would function IRL.

Most of the time the governmental body plays only a minor part of a story. But when they do appear in stories, they are generally broken and barely functional. And it's not to hard to figure out why. I mean only so many political science majors that have the time, energy, or inclination to write fantasy novels or manga.
I give this 2 more volumes before breaking apart or discontinued.

This is starting to look like a Fantasy Fallout 4 complete with the factions: Enclave, The Institute, Automatrons, Brotherhood of Steel, Railroad, Super Mutants, and Goodneighbor Ghouls. It even has Bunker Hill ( the academy ). Mr. Butao is on the starting line and is deciding which faction to choose, which he has no luxury because in the original questline he died from the monster nuke, LOL.

What am I missing? Oh, the wastelanders, basically the PLAYERS. Raider scum.

How could I forget the Minutemen, the "NPC", famous for doing 0.
