Still doesn't excuse their actions, nor would many of them respond earnestly to voluntary remedial education. Even if you wrap your reeducation camp in a pretty bow, you are still compelling individuals with varying levels of force to comply with your somewhat narrow code of morals.Firstly, I did say "most crimes" and "in most cases". I do know full well that this doesn't apply to all people.
Secondly, under point five I included people who know that what they are doing is a crime and don't have any psychological issues that make them incapable of being held accountable, but still committed a crime because in their own personal value system it was justified/it was their right to do so. For example, narcissists that value their own happiness, enjoyment and pride above the rights, and possibly even life, of another person. That does not excuse or justify their crimes as a member of society, but they also aren't monsters, they are people whose value system is ill suited for positions where it is expected to put the benefits of others above yourself (positions of power/authority).
Even if you avoid the worst of the corrupting influences while setting up the indoctrination, you will still find individuals that will play nice until "redeemed" then slowly go back to their wicked ways, or others who are wholly uninterested in playing by your rules.
But as interesting as this thought experiment is, it will never come to fruition. That's because those in power have no interest in the system changing.
Case in point, there were two interesting pieces of investigation journalism published to YouTube recently. One by John Oliver in "last week tonight" and another by Coffeezilla. Both highlighted the rampant abuse in Healthcare from very different angles, but it was made very clear that those in power care not who they take advantage of, and a few million dollars in fines is little more then a business expense.
