Sort of. The older sister reveals the reasons for being the way she is. The younger sister makes her feelings understood. Both have romantic intentions. He still sees his younger sister as forbidden, but his older sister has a path forward.

It says it's the end of "Part 1." I'm assuming that means there'll be a continuation.

Anyway, if you like goofy fanservice manga then go ahead and read it. There's some good jokes in here, but pretty much every chapter is "learn to become a better mangaka from all the lewd girls around me." So it's fun to read but it can get repetitive if you binge it all at once.
