Japanese probably do not have the concept of a sibling of the same age, so they have sorta criteria to differentiate twins, like the first to come out is the older one

They are indeed twin sisters, but even the manga emphasizes Tsubaki as the older one and Hiiragi as the younger one.

Well but, Tsubaki isn't at fault, the ones who compare them were other people.
I'm talking from experience here, I'm the elder sibling and my younger brother always gets compared to me, he obviously doesn't like that, but he's got confidence enough to tell me to my face that he hates it, and I'm honestly against he being compared to me, I mean we're two different people. We have our complicated relationship, but we love each other because no one else understands us better.
The thing with Tsubaki and Hiiragi is that they don't have that bond/confidence to talk things trough, resulting in Hiiragi hating Tsubaki for smth she didn't even do

The twins thing is that one twin still gets the role, expectations and responsibilities of being the "older sibling", even if only minutes separate their birth. You see it a lot in other series with twins, there's definitely still an onee-chan/onii-chan, one told to look after and take care of the other.

Did peoples even try to understand the chapter or what ? It's normal for siblings to hate each toher, moreso when people compare you and more so when you're twins and to top it, the one people compliment, always act like she is useless to her twin who already hate her. Tsubaki is indirectly adding salt to the injury with her self-depression attitude, not only that but the two precedents chapters on them show that Tsubaki don't really know much about her sister depsite being twins and last chapter, she ask her a question but didn't wait for the answer and machine gun her with her club activitie and school's day without take in consideration if Hiiragi care a little. Hiiragi's attitude is more than understandable, she just need to talk with Tsubaki and explain.
