That is exactly this. The first couple panels mentioned that Sakura noticed it was Toba's voice, but Toba's look here is younger than the previous chapter. We have high school Toba, college Toba, and adult Toba. Adult Toba has already become fully blond and wears contact. College Toba hasn't worn contact.

During the adult Toba conversation with Sakura's high school crush, who later became friend with Toba, they were talking about college Toba's experience of being desperate enough that he went out with someone resembling Sakura physically to cope.
