The Pope spies on the government because they misused the power of the church to fill their pockets. The King wants to take the Pope's head instead because they both agree they will not step into each other territory, and the one doing it will die. The Pope also wants to weaken the demon lord because they want to control them, and also control the hero as well. Because of that, the King wants to execute the family of the Demon Lord to rally people to their side but the Pope interferes and uses them to Demon Lord to their side.

So TLDR, it's just "everyone is a pawn for another".
