If you draw a comparison from our worlds development Angibot is right.
Manure has been used as a fertilizer since at least Iron age and maybe even as early as 6000 B.C. so the farmers in this are lagging WAY behind.

Also the manure stood out to me too. Considering they have such high society that's way beyond hunter-gathering but don't use fertilizer is quite strange. Possibly from the influence of magic? Maybe the LN touches on this more or it's just something the author didn't think too much about.
