The fourth month is a courtesy. A sort of last chance that most long-established groups that post their work on MD recognize.

Besides, proper scanslation actually takes awhile. If you start work at the end of the third month and actually put effort into it with proper translation, editing, proofreading, cleaning, redrawing, typesetting, and quality checking, then it actually can take a whole month. Not unless your group is a fucking machine (and I don't mean MTL) - an absolute unit of a scans group that eats manga for breakfast and shits out high-quality translated chapters by the end of the day.

Honestly, scanlation time doesn't really matter as long as it's not slower than actual releases. Which is usually either a month or a week, depending on length and such. These chapters are fairly long compared to a lot of manga, so I'd expect it to take longer than average even without any knowledge of the process of scanlating something.
