Still is strange because the elf girl is basically a caster that uses the world's mana to cast spells mostly. In a dragon case she should revert to her original form aka dragon form instead of her human form unless they pull the excuse of "human form is more mana economic than my original form" which is kinda ankward.I assume the elf dared the dragon to transform so she uses up all magic power she has left.
Thats my guess too. I think Anastasia provoked Naga because of that reason, as I think transforming into her Dragon form would require some good amount of mana, hence with her already being low on it, would exhaust her and make her K.O. -> which would allow us, fellow dewbs for some good ero shots when shes down.Let me guess, she also have no mana.

Also not mentioning that usually dragons have their own (huge) magic reserves and she should be fine even in a manaless world unless she goes all out but even so should last for a while before running out of steam
