From reading this chapter and this story in general i don’t think tsubasa is a bad person. Put down the pitchforks and torches, i am not defending her in any way. What she did is very wrong but i can see how she reached this point. She has entered the dating game with a pure and romanticised view of relationships in general and her first experience in romance did not go the way of the cute and fluffy sugary sweet route of shoujo manga so she flipped. Accusations aside, i feel like she wasn’t necessarily blaming kaede but more like conveying her thoughts to the person in question but i may be wrong in that. All in all i don’t think she’s a terrible person but more a very misguided kid who was wholly not ready for the reality of dating or romance.

i wouldn't really call the writer bad if he/she make Tsubasa the kind of character that never apologize even though she fells bad about it. since i personally know a few people like that in my friends group. one that always told me he feels bad after he wronged his ex or other people but never apologize at all to the person.
also there's one that wronged me and only told she feels bad to my other friends and never apologized to me personally even though sometimes our group of friends hang out together and she was there. so i only heard about her doing that from my friends.

that kind of person exist. you might never meet one. but they exist, so if Author decided Tsubasa to be that kind of person. the author might only want to show that even though that person feels bad, they won't necessarily apologized for their mistake to the person that they hurt
