Ask and you shall recieve, quick run down of chapter 31 and 32, there's a few nice surprises at the end of chapter 32 which i didn't cover maybe I'll add them in another response
She is actually a decent adult, she wanted to have date as an excuse to get rid of the hierarchy they ought to have as an employer-employee inside the coffee shop.
Once in the date she makes him realize his feelings are those of trust and respect and not love, he was misguided into thinking that falling in love with an older woman would make him "normal".
He opens up to her about his assault and confides that he feels as afraid and hurt as he did back when he was assaulted, and his inability to move on and be normal makes him hate himself.
Rio retorts that "being normal" is not something clearly defined, she puts herself as an example, she doesn't want to engage or get married, and people tend to think she has a trauma or a reason to avoid commitment when in reality she doesn't see a reason to do so, so she rejects this assumption of being normal as a good thing.
She tells Mc that "normality" is something he should define by himself, based on his experiences, letting go of his pas or embracing it, it doesn't matter if it is "normal" or not
Mc questions if she isn't afraid of being different to everyone else.
She answers that she doesn't care since she is and adult, but for him it shouldn't matter he is not an adult yet, he is just getting there, its ok to be anxious, and afraid, it's ok to make mistakes, being eager for a quick "normality" is a trap he should avoid, since true "normality" is something much more important and it is a long road he must take to achieve it, whatever happened to him, wasn't his fault, the abuser was at fault, no matter what people say to him, he must remember that.

What about the last part of Chapter 32 though? Miyamoto Sensei suddenly came in Rio's cafe, are the actually siblings?

I'm gonna try to call something, within the next few chapters I expect one of Tsubasa's friends or Tsubasa herself seeing Seto on the date and shit goes downhill from there. Maybe starting a rumor about him going after older women which will make Tsubasa feel more justified in her actions? Idk. Theorizing

Kaede, a victim of past sexual abuse, is obsessed with becoming "normal" ...

Now I'm starting to see what that "obsessed" is doing there. Maybe his personality is one that needs shock treatment, who knows, but normally he should just chill a cycle, already. He's being too forceful here, much too forceful. I'm actually feeling really sorry for Rio.

So... what. The reason she shuns relationships, and by extension Kaede, is because she's been with nothing but shit guys so far, and now she's disillusioned?
she's kind of a hypocrite since she only has 'pragmatic' relationships as well. presumably based only on sexual attractiveness. 'guys are horrible, only after me for my looks.' meanwhile all she wants is the D.

my take is that Rio understands that addressing this requires a delicate handling of things and simply shutting down the infatuation would do more harm than good.

also could enact a faith in humanity restoration on both their parts.

The entire purpose of the date is obviously to teach kaede that what he feels is respect/admiration towards the owner. It's nice for kaede that she is someone who understands what failing to be dubbed "normal" by society is, it can help him towards progressing to recover and accept himself.

And to people that still have this notion of shipping kaede romantically with the owner, page 11 literally makes it clear that she's of marriageable age. Ask yourself again whether you'd ship such a person with a highschool student, and you need help if you still do.

Yes, they are siblings and looks like they are mourning their older/younger sister in Chapter 32. They are decent adults!

Yes, they are related, they also talk about a third sibiling, a sister, that passed away.
So the reason Rio has an aura similar to sensei is because they are brother and sister.
Also the author note relays that this is the end for Rio as an important character, she Will be in the manga, but her role Will be diminished.
He also notes that Rio is meant to be a stand in for "everybody's unrequited love", he talks about how most teenagers fall in love with a Mature woman early in their love life, Rio is meant to represent that early love, the "love of their life" which couldn't and shouldn't be for múltiple reasons.

My interpretation is that Rio is an aromantic heterosexual
So she'll act in a way that makes it clear that she won't reciprocate kaede's feelings
