In-universe it's supposed to be just armor, and quite tough armor at that, even if it doesn't look like it, like i think in Zyuranger(which in America got adapted into the first Power Rangers series) it's said their costumes are actually metal, a super light weight alloy that is also much tougher than diamonds.

It's the same thing, to be fair, Power Rangers even had a running gag of saying the costumes weren't spandex but actually incredible armor...to civilians that refused to be convinced.

But it's how Tokusatsu heroes keep getting shot at, blown up, slashed, stabbed, punched by beings that can punch buildings, be frozen or burned and just walk fine, their costumes are armors...but for budget reasons, they can't make them look like the metal armors they should be like in-universe.
