It can, but it tends to mean more so in a "no care whatsoever" kind of way. He obviously cares in a specific direction. He may not want to start shit sure, but if shit gets started anyways and is a potential threat to him, he wont just back away like it does not concern him. He did snipe someone spying on him in an earlier chapter and all. These guys dont seem like that big of a threat, just an inconvenience at best. Plus they really didn't hinder his quest much anyways, so why waste the effort?

Apathy is complete indifference. Even if they were to potentially cause him future trouble, he would not bother with anything preventative or proactive because he is indifferent to any outcome they would cause. I think this is them just not being worth his effort at the moment. Maybe sometime in the future though.

At the time of writing I'm a third way through this chapter, and with how stupid this protag is starting to be relating to his skill level I'm really starting to feel like trashing this.
Edit: Looked at like two more pages, and this fanservice is starting to kill me.
2: Goo massage is a bit sus, but I'll continue to persevere. I've delt with more.... but then again they also had more good to offer then this.

They're bullying the newbies because one of them stood out and made them feel insecure as veterans. They're not supposed to be criminal masterminds or something. I'm not calling this garbage a masterpiece or anything but why are you looking for more from some throw away thugs that weren't supposed to be all that important to begin with?

I really like Phil's character design for some reason, but can't pinpoint what makes her so cute.
She looks a bit different from the sea of same-face waifus we keep getting, which feels out of place in this generic isekai.

Maybe it's the eyebrows. Artist is also good at making her expressive.
