I think it's been hinted heavily that Zed is currently acting as the Prime Minister. It would seem that he wanted Olivia to join the enemy side so that the two of them could basically kill a lot of people. He sets them up for her with his orders and she mows them down for him. Of course this is all just speculation, and Olivia doesn't have a clue who or where Zed is at the moment either.

No. Zed is not the Prime Minister. Zed is of the same race as Zenia, the one the Prime Minister worship (see chapter 26).

My prediction is the Prime Minister is a different Death god who knows Zed and that may get used against Olivia.
