Honestly, it's kinda weird, especially if you ask different people their opinion on the matter. But the reverse of your first sentence is the idea.
Netorare is associated with the antagonist stealing the heroine from the protagonist. Usually through unsavory means such as blackmail, extortion, or bluntly, rape. The heroine/hero (male heroine?) will usually have deep remorse for these events, and through plot contrivance will continue to let the antagonist have his/her way. This one is the majority of NTR scenario.
Netori is the opposite. The protagonist steals the heroine from the antagonist, and there will be little-to-no remorse.
Cheating blankets both. However, when it comes to tags, it's typically a different category entirely. The context of antagonist and protagonist are usually not found, either because one party is missing or just implied, or they are generic placeholders that the reader cannot relate to.

So, in summation, all netorare/netori are cheating, but not all cheating are netorare/netori.

I had to write a paper on it, so I know a little more than I care to admit. Like the concept of Netorare as a medium for negative emotion akin to haunted houses.

It's a surprisingly easy metaphor to make when you look at both fundamentally. Haunted houses are solely designed and created to instill fear, suspense, and anxiety in the consumer. All of which are considered negative emotion. They give a jolt of adrenaline to the system which people find exhilarating, so the market continues to thrive.
Netorare is no different, though its emotional payout is. Feelings of jealousy, disgust, anger. They tend to give out the same adrenal output. Originally, it was a niche genre for cuckolds and didn't even have a genre name; it was still just considered "cheating". I don't remember the year it started its evolution, but it went from the exhilaration of having your partner taken from you, (@SquigglesJP knows this type of character from another of her translation stories) to the genre it became now where the goal is, put the simplest way, piss off the reader.

This is, of course, just the basic version of the genre. I'm not going to get into the inverted netorare, where people put themselves in the role of the antagonist rather than the protagonist. That's its own can of worms...

Everyone has their own reasons too! Some just like the art/artist. Some like the story for what it is, drama filled shenanigans. Some just want to get a "quick session" out and ntr doesn't typically beat around the bush. Some people are cuckolds. Some people really like netori, but its a lot rarer than netorare, so they improvise.
It's a real mixed bag.

@Anteup321: More than likely, otherwise the tension will not be artificially inflated and the stakes will be low.

@Vasqueztion: NTR and me have a rocky relationship. Sometimes, I find myself rooting for the antagonist, simply because his target and opposition act so stupidly that I can't help but want to watch the latters burn, lol. 'True', believable netorare stories seem in short supply lately; it's a fine line between suspension of one's disbelief and standardized hentai logic taking you out of the emotional conflict.

@SquigglesJP: The thing is, since the antagonist has made his intentions clear to our MC, the cycle of netorare is going to be weird; a good NTR scenario involves the MC not realizing that the antagonist has won his love interest over until it's too late. And typically, the NTR target keeps the circumstances hidden from the MC because she feels guilty/actually likes it; normally there's a sort of 'grand reveal' where the love interest confesses that the MC can't satisfy her anymore and she's totally into the antagonist now. For the time being, our MC has a trump card that he can play by informing zombie girl what's up. This is getting more interesting than I had previously considered. 👹

I may not have caught up, but that was the absolute dumbest thing I've seen Nakamichi say/do in the series so far. Before anything else...

He walked in on this man raping Karen.

Karen is a girl whom he is at least acquainted with: with the way they act, they're at least friends; with the way he acts, he's definitely fallen for her (he is nice to all of these loose ghost women, but his behavior toward Karen is special). Not only did Greenhair (curse his name, I don't remember it and don't care) violate the girl, he had and has no remorse for it--and intends to do it again, and go the whole way. This, and Nakamichi, pretending to be a tough guy interrogator, goes to drink with him--and drinks more than he does! Worst of all, he agrees to compete with another man for a woman he's been around before that man was thought of. Quoth the ever-positive and never-provocative anime protagonist, "I won't lose~!!1"

By all rights, anyone who utters such a spineless phrase or takes such a weak stance in the face of a challenge deserves to lose, and has already lost. If someone challenges you and you don't have the determination to say, "You will lose," how can you win? Your opponent challenges you with the intent to defeat you, not just beat around the bush effetely. Nakamichi was challenged by this man who not only raped Karen but also dared to show his face to him again wthout an inkling of fear, contrition, or remorse--and asked to have a drink with him like they were pals. Nakamichi should have at least let him know that he was gonna get regulated...but he went along with Greenhair, and ended up even toasting to Greenhair's making further moves on Karen. "I won't lose~!!1"

There's a limit to how passive you can be. How could he look Karen in the eyes after that?
