I think it comes down to Jiho is a lesbian and she just thinks that Woo Hui is confusing feelings of friendship for romance. She's probably afraid of getting in deep and then Woo Hui pulling away when the reality of being in a relationship with another woman hits.

She already went through this, even Woo Hui pointed out how similar their friendship is. Plus, remember Woo Hui was so paranoid about people finding out about the guy she was dating. And that was a guy. Jiho already warned Woo Hui not to get involved if people were laughing at her or gossiping about her because she doesn't think Woo Hui can handle social exclusion.

Although Jiho's fears are understandable to some extent at least, she picked the absolute worst way imaginable to go about it. Denying someone's feelings the way she did is pretty messed up, and crossing the friendship boundaries the way she did only to get cold feet and try to walk it back and pretend like nothing happened throws any valid concerns she had out the window. Not to mention how hurtful it is towards someone who was previously a supposed close friend, she was basically just leading Woo Hui on.

It makes for good drama and it's very entertaining but man does it make her look like a terrible person
