This is inappropriate and rude (since no provided contact information = don't contact me) but not creepy or stalker-y. He also doesn't know she's a minor (acquiring personal information of a minor is illegal afaik).if some random creep asked you about the personal information from someone else, anyone with a brain would block and report them.

Aaaand idk where they pull their degenerate scenarios when this manga’s been consistently wholesome (the suggestive parts from Marin were strictly for Gojo, never anyone else) quality. Stalker is not going to ask politely other people to find out some information. They do it for nefarious purposes, too.
Social media warped your minds to the point you don't even know what's normal social interaction and what's not. What are you going to do if you see a cute girl/dude at the party or get a knowledge of some skilled person that would be perfect for your company? You are going to look up what's available online, reach out and ask around people that may have some information. This is completely normal and acceptable, as long as you don't escalate it because exactly that "escalation" is called "stalker behavior" (waiting in places where they might be, harassing people to get info or even not giving up trying to acquire information after normal and acceptable means - what I described before - fail).
