That structure feels like the military in my country, to an extent. They are much more free to act independently if communication is impossible. Which happens in war. But this is more free than that.
I'm not sure her explanation holds up, though. At the scene, you would coordinate in real time based on your judgement, but within limitations of your orders. She seems to assume that those limitations are very strict.

That's just the Press Release version. The US Military violates international laws on war crimes all the time. Sometimes accidentally, but often on purpose. Targeting civilians, attacking food sources, use of outlawed weapons like white phosphorous bombs, political assassinations, coup d'etat, anything goes. They even have a Law that states if any member of the US Miltary is tried for war crimes by the ICC, the US will Invade the Netherlands in retribution.Can't speak to how it might work in your country, but my understanding of the US military is that you are "expected" to follow the Rules of Engagement and any international laws on war crimes that the US officially recognizes, regardless of whatever your orders are. So while yes, you are allowed to act independently if chain of command breaks down or communication is impossible, that doesn't mean you can do whatever you want with impunity. Obviously people will fuck up here, intentionally or otherwise, but that's why court martials exist.

The empire also did dissolve the shadow warriors so what the shadow warriors do right now isn't exactly what the empire wants right now? So it might become a three-way battle between the CMA, the Empire mages, and the shadow warriors?
