We did come up with a solution that doesn't involve policing scanlation.
Now, even if the title is in a user's follows list, they are warned that there is a gap like so:
This will take a lot of the sting out of releases that are posted far ahead of what the average reader expects to see in their follows updates.
To quote from the most recent announcement thread:
The reader has had a feature to warn the user when there is a content gap between the chapter they've selected and the previous chapter. Previously, this warning did not trigger if the chapter was opened directly, but the reader has now been updated to do so. This means that if a group happens to upload a chapter much further than the previous scanlation group, it will help avoid accidentally spoiling the chapter for the user who may not remember where they are in the series. Note that this requires the reader settings option called "Warn about chapter gaps" to be enabled, so you might want to check if it is, though it should be on by default.

We are very much against the idea of us policing scanlation. Staff believe that it is not our place to do so with the exception of certain situations. We try to give users a wide variety of tools to avoid this sort of situation. So long as someone puts an effort into translating and it's not super obvious that the release is a troll, we operate under the assumption that the release is legitimate.
Now personally, and I want to stress the *personal* part, I believe that what this uploader is doing is a complete dick move. It's clearly done to troll readers and groups. It looks pretty obvious to me when you look at his upload history. He moves on once the entertainment value is gone.
My advice to you, if you and others feel strongly about this situation, is to create a thread in the suggestion forum about expanding our current rules or releasing a new rule to deal with this situation. The louder you are about it, the more likely you will be to get an official response.
