Sounds like typical management. Understaff and underpay as long as status quo can be maintained evem when the worker's burning both ends of the candle. Then when it inevitably blows up, throw them under the bus for underperforming.

"We can't send in C ranks and B ranks, they'll just become a hinderance! So we'll let the only guy who can reasonably handle it burn himself out until he can't do his job!" Actual dipshits. If they know the dungeons some nebulous A/S rank difficulty, at the very least, have a couple B ranks clear out the entrance or set up a beach head into the dungeon. Thin out weak enemies and scout out the place, then send in the big guns with more info instead of chucking him into constant unknowns. Hell, even just having a couple people as porters with ammo for the magical boomstick that'll book it at the first sign of danger would be some help. To the author's credit, they got the bureaucratic incompetence by inaction spot on.
