The only reason I think he’s NOT is because we have been given no hint that his dad is into domestic terrorism. From this chapter and the few flashbacks it doesn’t seem his style to sink a ship (or if he would, it would be a lot more clever then blackmailing people into bombing)

the real clue in this chapter imo is the picture in the bottom with syd and the woman and the baby
