The original Japanese was いやらしい (iyarashii), which can mean unpleasant, but can also mean lewd/lascivious/obscene/filthy/dirty.

So they weren't annoyed at her for being molested there, they were erm... enjoying the spectacle.

Shinonome = 東雲 = daybreak/dawn (archaic)
FWIW, 東 = East; 雲 = cloud

Nagi = 凪 = lull/calm
