You're all assuming he will still develop that wheat strain after receiving lesser education. This manga makes it pretty obvious that small changes make a big difference, so it wouldn't be weird if he now doesn't develop the wheat strain but something else, or worse he doesn't become a genius at all.
Though if I had to guess, considering how this series' humor works, he'll probably just develop something different which she'll get praised for despite it being rather stupid.
But, it's not a guarantees that he will develop that cold resistant wheat by staying in the Empire... He could have received the idea while studying abroad.

Education-wise, the story does tell us that the Empire is not any worse, it just has less networking. Which for her is a bonus of keeping him there.
The fact he could lose the idea to make that wheat strain is an issue, but just having created it in the other timeline proves he is a genius with the potential for it if aimed at the issue.
Also... does the fact they were asking for help in his education means he had created it without formal education before? If so, this is already an improvement for him too.

As an avid light novel reader, I can spoil you a bit. Actually, I'll make a four-parter out of it because I can't wait to gush about it. Be warned though, spoilers get progressively heavier with each tier, reaching all the way into volume... 8+, I suppose?
Of course he will develop the strain.
Not only will he develop it, but he will do it much sooner than in the original timeline, and other characters will cooperate with him to negate the consequences of the famine.
Actually, he'll do SO WELL there will be no famine at all, lmao. Mia always has a second plan for her second plan, so she's saving up on local wheat, popularizing farming in the Empire, establishing long-term food sharing contracts with the neighbouring and overseas nations, importing wheat en masse from every corner of the world, and of course doubling down on the cold-resistant wheat research. In a decade or so, people of the Empire will remember this time as "Yeah, the harvest was somewhat meh for a few years, but whatever".
Also, this whole "local education" plan will spiral out of control in the best way possible, Mia will gather the brightest minds of the Empire under her wing, and also employ Rania's sister, the first princess of Perujin Agricultural Kingdom, to help with the research.
With a few pointers from Mia's time-travelling insight, they'll start cross-breeding several types of wheat, including some wildish naturally cold-resistant strains that grow in the North but don't make for nice flour (at least not at first). Like, it will be enough to fill the stomach, but not really comparable to something that went through hundreds of years of selection. Of course they'll fix it in a few iterations, but her private chef will develop special recipes that'll make use of those first "failed attempts" strains, and basically invent a whole new type of comfort food in Mia's name that people will remember fondly for years to come.

...you know, I think this is one time that even if she explained people would also approve her mindset all the same.
Making someone she already expects to be a genius (as long as she does not say why she thinks so) be taught in her land, and thus getting his loyalty. As long as she did her best in his education, and if she expects him to be brilliant she will.
Yeah, it's similar to the chapter about that agricultural vassal kingdom. She didn't think things through to the same extent as Ludwig but she still came up with a solid idea.
Come to think of it both of those chapters were about famine stuff... Now I wonder if that's a consistent pattern.
