I’m hoping it’s not actual sewer line, but just underwater canals for delivering large volume of hot water from the source, and granny just tap/steal from it. After all, they are walking distance from onsen resort town.

Besides, water flows to lower ground. If their place is higher than the town, it’s possible there are no new waste flowing in, and the fresh hot water would push the dirty stuffs down, hopefully making it at least safe enough.

Like the guy 2 posts above you, I'm pretty sure this is a TL error and it's actually not a sewer line, but more like a water main line or somesuch. I don't have the raws, so I can't say for sure, tho.....

One of the meanings of 下水道 is rain-water runoff pipes. This is when the connotation of words is important. "Sewer line" in English has a connotation of shit and piss from the toilet going through a pipe to a waste facility. I seriously doubt if that's the meaning the mangaka's going for here. I'm pretty sure they're not taking a bath in raw sewage.... I probably would've TL'd it as "... hot spring water came from the excess watter run-off line from the hot springs." or somesuch...
