nah that doesn't really excuse his inner monologue reviling her, if it was to contain her for her own livelihood his inner thoughts would reflect that. if they elaborate on it and he in any way likes his daughter then it's bad writing

I think the father time looped, he seen the future of the country, his daughter was framed or possibly grew to become a cliche villainess, from there she entered a path of ruin and became a public enemy and died executed, he tried to avoid that by confining her and making her live a different life, but for the isekaied MC his plan gone astray as she is now planning to get out on her own, her future will be different but for him this is bad, not knowing the whole thing.
Even possible he looped multiple times and every single one she gone bad, could even be precognition and his future vision is stuck on the bad route as MC is too mcuh of a wild factor.
