I'm pretty sure that most of them were dosed with [Evil food] during the food competition thing, which made them susceptible to the [Evil Transformation Magic]. Fran's curry contained some kind of blessed ingredient which countered the [Evil Food], meaning the [Evil Man] pandemic is no where near as bad as it could have been.The city was really corrupt: So many people, including strong and competent ones, were susceptible to the evil transformation. Looking at the number of turned alchemists, it's quite clear they were practicing blood magic and other demonic techniques to further their alchemy research. I bet even some healers were turned in that town...

[Evil TLDR]: Bad food made people bad.
Don't forget part of it is from the food/drink they served at that restaurant. There's a little evil in most people, and that was all it needed to draw that out.
