IIRC Chloe used to be her lover ages ago but was cursed/killed so Ruminas preserved her in an ice coffin. Which someone stole when she went to the Walpurgisnacht where Rimiru became a demon lord. Upon returning and finding her beloved's body stolen she lost herself to rage and despair thus unlocking her Ultimate Skill Lustful King Asmodeus which for some reason has power over life and death, I think it reverses them. Sometime later their reunited and Ruminas saves Chloe, that was fairly late though, it's during the time their war with Yuuki and then Velda Nava.

Yuuki is a lot more low key and he hasn't brainwashed anybody as far as we know. Combined with the fact that there are multiple different enemy parties instead of everything being Yuuki's fault, this means that Rimuru still doesn't know that Yuuki was an enemy. As such, Yuuki had no reason to shanghai Chloe which also lead to Hinata surviving and being more childish. They later decide to do a split where the kids learn academics in Ingrassia part of the time while they spend the rest at Tempest learning combat.
