Because it's a common trope that you replace cigarettes by lollipops to get PG ratings.

I guess the best example of that is One Piece.

There's no original reference material here, so it would be hard to say if it is censorship or not.
Also, I don't think that a manhua like this needs a PG rating. When One Piece was dubbed into English they wanted it to be PG and television friendly, I don't believe there are such restrictions or rating systems on manhua.
Excessive blood and gore are indeed required to be censored by the government, but I don't see why cigarettes would be.
