There's a blank box in page 13... also the "By the way, the student council president is this cool senpai" dialog feels like it belongs to the next panel showing the guy.

So yeah, not only were the dudes his sister's reverse harem, they're the entire student council too.

Could be called handsome men collection rather than student council though in manga the 2 are 9 times out of 10 the same
