I do feel like if the witch hunters were actually dangerous, they probably wouldn't have just walked away from the circus. They heard of possible witches there, asked the circus master about it, and then just left when he said "Never seen 'em." You'd expect a little more investigation one way or another, y'know? But instead they just immediately went like "Well, let's go do something else I guess."
