I think they don't rely on luck at all ... they will cheat, cheat and then cheat some more. And while they at it cheat in a little extra.

I remember when I was at a casino once and I saw this older man and a younger woman won someone short of a hand pay at a Wheel of Fortune slot machine. I was congratulating them on their win and the older man said he's going to play a bit more to see if he gets lucky again.
