6 elementary, 3 middle, 3 high school. School years start in April.Remember, different grade system in Japan. Their middle and high schools are only three years apiece and start later. Or at least high school is, I can't recall the lower grades precisely off the top of my head.
It's more like the concept of powerlevels story wise. That is, instead of giving us the details, we're expected to understand it from the characters reaction. In other words, the gap is an issue because it's enough for the characters to point it out and worry about it.Especially when the only age we know at this point is of someone that legally doesn't exist and whose age had to be counted from some date we never got to see. For all we know, Kou might be 15, or they might be figuring Yuu's age off the publication date on that booklet (or failing to count correctly, seeing how they couldn't manage to use basic subtraction) .

So if he's 16 and she's 14, he'd still be in a precarious situation as a person of legal age dating a minor. that mostly sidestep my point to continue arguing the same points as before. Analyzing what is or how it works in reality is pointless. The characters thought it was a big enough problem to think the FBI will go after him. That's enough to convey that it's a problem. You all are jumping the gun on this, for all we know he could be less than 1 y.o and have incredible magic we haven't been shown yet because this is a manga and we know nothing about him outside how he interacts with Yuu.
EDIT: double checked the age of marriage in Japan because it isn't a universal age, it varies by gender and conditions. Without explicit parental permission, men can marry at 18 and women at 16; with parental endorsement, men can marry at 16 and women at 14.
