That could certainly be the case. Getting treatment for ADHD-like conditions would be a royal pain in Japan since the entire class of drugs used in a vast majority of treatments in western countries is NOT legal for medical use in Japan (and people have gotten in legal trouble having those meds shipped to Japan if they stayed longer than expected on vacations for example).

(The class of drugs is prescription amphetamines like Ritalin, Adderall, Dexedrine, etc.)
