I don't know, Long Ting is stupid. He thought that he is a genius, but actually stupid. And even so, childish. He's mad, yes. But he is more stupid and childish, and not properly fit as a leader. The worse part is, his goons are actually more stupid than him. How can they accept a stupid leader like him.

To be honest, I had already forgotten the whole meteorite fragment thing, which explained how Long could acquire so many abnormal zombie mutants, as long as he went through a whole lot of unfortunate survivors. It's another matter if he did all that to figure out if he, himself, could somehow get stronger, or maybe he just enjoyed it because he's a psycho. It could be that he only thought of gaining superpowers when he witnessed the prowess of Tian Chen's group.

I have to admit I was really looking down on him in the beginning, but he turned out to be quite a decent villain. The story even explained how he could keep running his operation by making it obvious he had selected only underlings who are rather limited in the IQ department. So, they didn't really care how he summarily kept kiling people. His eagerness to capture Liu's base is also explained by the need to acquire all the people there for his gruesome experiments.

In retrospect the Fatty Boss having a warehouse full of zombies, with a single platform hanging from the ceiling, was actually good writing as well. The stupid Fatty Boss must have seen Long's much more sophisticated setup, and without understanding its real purpose (and that Long possesses the meteorite fragment), he just copied it in a lesser manner for his own cheap amusement.
