Why it's called dry when it's wet?

One effect of alcohol is to dissolve a range of compounds water doesn't. Because of this, when it's consumed, it has the effect of leaving the mouth and throat feeling dryer. Adding sugars to the alcohol offsets this effect somewhat. This is why the 'dry-sweet' continuum is used in classifying wines.
