The government actually tends to be run by democrats, hence why the areas around DC vote blue.
It's because obviously the people for limited government tend not to want to be bureaucrats, and most government jobs are in population centers like cities which lean blue.
That said, the establishment, left or right, will do anything in its power to make sure it stays in power and the orthodoxy is maintained, even if the people don't want it. Hence my concern with the voter fraud stuff, because it means they can just choose whatever shill they want to run for office

DC is an urban hellhole like any other and the demographics that vote blue in other urban sprawls live in DC as well.
Most bureaucrats actually live outside of DC in wealthier areas mainly for personal safety reasons.
