Restoring backups in a system you don't know could be a bit of a bitch. If you know where they are, and you know the type of database they run, and the data set is not too big, it could be done in under 30 min by someone skilled.
Now, the line about "rebuilding the entire managing system" is nonsense. If she means refactoring their code responsible for business logic, that's absurd, that would take days or weeks. Unless the "Senpai" doesn't know shit either and all Nasa did was some re-organizing of their DB schemas to optimize things. You could do that in an hour or a few __IF__ we assume he did it only on a dev environment and not on production, and let them deploy his improvements later.
