Taxes weren't introduced in Japan until 1989? How did they pay for stuff like public roadways/infrastructure, and public services like the police force, judges, government bureaucrats/officials, ect. before that? Or did they already have an income tax and just introduced a sales tax?

@Grinning_Idiot not sure about income tax, but yes to it referring to sales tax. I forgot that other types of taxes exist lol. I should really go change that in the manga.
